DLT Guideline Update as on October 11, 2020

Every Content Template that is being registered by a Principal Entity should contain ‘Brand Name(s)’ (Complete business name/brand name/trademark) in the content field. That have been registered so far, should be updated with ‘Brand Name(s)’ by October 31, 2020.


For Enterprise registration, request you to first start registration with DLT Operator Registration Fees is Rs. 5900/- and get a unique Entity Id from the Operator (This might take around 72 working hours to get approved) which should be used with All DLT operators.

DLT Registration is now mandated – Regulatory had released the DLT Registration process and accordingly we need to follow.

  • TRAI (Telecom Regulatory Authority of India) had released The Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR) on 19th July 2018 for .
  • We at SMSINDIAHUB are taking various measures to offer regulatory compliant solutions in line with TRAI vision to create a cleaner and more transparent system.
  • With this communication, we want to inform you about the multiple phases for implementing the above Regulation which mandated the use of Blockchain technology also known as Distributed Ledger Technology (DLT) to implement the solution.

What is the Process to Register on DLT platform

To Register on the DLT platform you need to choose the correct type, there are two types of DLT registration one is Entity registration and another is Telemarketer registration. Detailed description given below;

Type of DLT Registration

As Entity : A business unit, company legally recognized institution on person engaged in business or service who would like to send communication to customers intended recipients through SMS or voice call through a register telemarketer. Arrange following documents and details before proceeding for Telemarketer and Enterprise registration :

1. Is DLT registration mandatory?

Yes, DLT registration is mandatory for every Company, Entity, Telemarketer, and Reseller.

  • You need to register as an Entity for sending SMS (both promotional and transactional) to the customers.
  • You need to register as a Telemarketer for reselling SMS service (such as bulk SMS).
2. Do I need to pay DLT Registration Fees?

No, it is mandatory for a principal entity to register a consent template on DLT platform to acquire consent from new subscribers prior to send commercial communication.

A consent is valid for the period of 12 months from the time of approval.

GENERAL QUESTIONS

2. After getting Entity ID from operator, is the DLT registration completed?

No, you have to proceed with few more steps to complete your DLT registration.

  • Add Header (Sender ID).
  • Add your service provider as a Telemarketer in your account.
3. I have not registered yet on DLT platform; can I still send commercial communication via SMS?

Only DLT approved Header (Sender ID) will get parsed from operators and non DLT approved headers will get blocked. It is highly recommended that all the entities and telemarketers must get registered immediately to enjoy uninterrupted SMS sending services.

4. I have not received Entity ID/ Telemarketer ID even after 2 days of registration, what should I do?

In this case, make sure that:

  • You have received OTP (one-time pin) on the registered mobile number and email id.
  • You have clicked the email verification link for confirmation.

If you meet both the requirements mentioned above, then you may write your query to the support team of the operator that you have registered with. You will need to provide your Application Number, Company Name, and Registered Email ID in the mail.

5. When I attempt to register on DLT platform, it displays error “Organization with this POI has been already registered”.

If you are getting this error, it implies that you have registered before with the same credentials or your registration process is incomplete.

Click on the “forgot password” and follow the instructions. If you are still not able to log in to your account, contact the support team of the operator.

6. Is it mandatory for a Principal Entity to register its line of business?

Yes, it is mandatory for a Principal Entity to define its line of business. The Entity can choose from the list of options provided on the platform during the signup process.

7. Can a Principal Entity send commercial communication related to other line of businesses?

No, a Principal Entity cannot send commercial communication related to other line of businesses as it is strictly prohibited. New TRAI regulations mandates that the content of the commercial communication must be stringent to the line of business of the PE only.
